REMINISCENCES AND THOUGHTS ABOUT WINTER SEASON |  | In late May and early June, the gencos finished summing up the results of the autumn-winter season 2009-2010. The past winter was so severe that most regional power plants had to operate to the limit of capacity, generating record amounts of electricity and heat. As a result, the utilization factor notably rose for both heat and power generating capacities, especially in the Siberian companies, which experienced additional loads after the Sayano-Shushenskaya HPP was withdrawn from operation.

POWER ENGINEERING: IT-SYSTEM EVOLUTIONARY GROWTH | |  | The growth of the business scope of a number of power engineering companies gradually takes the expanding holding to the point where it needs to build an IT infrastructure similar to those existing in big gencos, although with a substantial sectorial difference. With a few exceptions, the approach of Russian power engineering to the automation technologies is currently very individual. We would like to begin by saying that, in this day, the engineering segment has no industry standard for the corporate information system (CIS). Not all companies introduce full-fledged CIS of the SAP/R3 and Oracle Applications class, it is not always worthwhile. Companies mostly buy standard software from the leading manufacturers and adapt them for their specific needs.

CONSTRUCTION AND IMPROVEMENT OF SUBSTATIONS: OPERATING CAPACITY IS NOT ENOUGH FOR ALL | |  | The current condition of the fixed assets of the electrical grid complex cannot be called trouble-free: in spite of the fact that the capital repairs of substations (SS) and transmission lines are done regularly the wear-and-tear of the equipment is estimated at an average of 70% and even 80% in some regions. This level of wear-and-tear of the grid and substations can lead to an increase of the number of accidents at the electrical power facilities. In some cities, Moscow among them, some operational substations were built in the beginning or in the middle of the past century, so that the obsolete equipment cannot guarantee the necessary reliability. In Moscow, the load on the transformers and transmission lines is sometimes critical and any new large-size connection may result in serious accidents. The power systems of many regions are facing the same problem: the Samara region, the Urals, and others. |

| NEW COAL-FIRED POWER UNIT FOR TROITSKAYA PP WILL BE CONSTRUCTED BY 2014 | The construction of two combined-cycle 660 MW generating units at
Troitskaya power plant is one of many projects that came to a halt in
the time of crisis. Instead of 2011, as was planned, the first of these
units will become operational in 2014 but nothing is known for sure
about the second one. The decision about it is expected to be taken in
the coming year and the start-up, somewhere between 2015 and 2018. The
contract for the construction was signed as far back as 2007 between
WGC-2 and the general contractor of the project, the company Quartz —
New Technologies («Quartz — Novyie Tekhnologii»), a division in the
Quartz Managing Company, that proposed to import the main power
equipment from China. At the time, its cost was estimated at 55.1 bln
RUR (VAT included). Simultaneously, due to the time displacement, the
contract was changed from the «construction of 2 generating units» to
the «construction of 1 generating unit plus infrastructure for the
second one». |
